By default, recipe photos come ahead of the recipe. If there is room on the prior page, it goes there to save pages. If you want it on the same page as the recipes, go to Editor Activities>Layout & Design, then scroll down to Recipe Layout, you will see a checkbox to Force recipe photos to the same page. Note: this affects photos ahead/top of recipe only. Photos set to below/following recipe may be on the same page if there is room to fit, otherwise will go to the next page.
